Governor Greg Abbott has appointed Robert S. Howden to serve as Texas Secretary of State, a role that oversees the state's elections, effective July 18. This decision comes four months prior to the November midterms and follows the resignation of Jane Nelson, who held the position for three and a half years.
The Secretary of State is responsible for ensuring that county election officials apply Texas election laws uniformly, maintaining official state records, and managing the governor's international and border-affairs protocol. Abbott expressed confidence in Howden's ability to uphold the integrity of Texas elections and represent the state effectively on a global level.
Howden, who resides in Austin, has been a senior adviser and legislative affairs director in the governor's office since 2024. His experience spans several Republican administrations, including those of Governors Rick Perry, George W. Bush, and Bill Clements. He has also led major state business associations and operated his own consulting firm. Howden earned his bachelor's degree from the University of Texas at Austin.
His appointment will need confirmation from the Texas Senate when the Legislature reconvenes in January. In the meantime, Howden is set to oversee the upcoming November election in his interim role.
